Much of the access work in the ACT puts a cherry picker truck over occupied ground — parked at a kerb with the boom out across a footpath, a road lane or a plaza while the crew works overhead. That setting raises the stakes of any structural failure, because a boom that lets go endangers the people below as well as the operator aloft. The uncomfortable part is that the fracture behind such a failure is usually earned invisibly, partly in the air and partly on the road driving between jobs. A failure over occupied ground
Stated plainly, when the boom or basket structure of a truck-mounted platform fails while a worker is elevated, there is nothing left to arrest the outcome. In an ACT context — kerbside work above footpaths, cycle lanes and traffic — the consequences of that instant reach beyond the person on the machine to whoever happens to be in the drop zone below.
The failure gives no warning because the fault behind it does not. A fatigue crack can spend a long time lengthening inside the structure while the truck sets up, levels and lifts exactly as it always has. The certification and inspection regime exists precisely to find and fix that fault while it is still steel to be tested, not an event to be investigated. A machine running without current certification has removed the one layer built to do that.
The travel a cherry picker truck does between jobs
It is tempting to gauge a travel tower's wear by how much it has lifted, but that ignores half of its working life. A truck-mounted platform is a heavy access structure carried on a vehicle, and driving that vehicle loads the structure too. Every trip across town, over expansion joints, kerb ramps and rougher outer-ACT roads flexes the subframe and the turret mounting, feeding stress cycles into the steel between jobs.
So a unit that looks lightly worked can be carrying a crack that has grown mostly on the road. Each road cycle adds a fraction to a fatigue crack that began at a stress-raiser, and the machine banks that damage silently. The result is that mileage matters to structural safety in a way it never does for a self-propelled platform that mostly stays on one site.
The mounting points where truck units crack
Grafting a boom onto a chassis creates load paths and joints that a self-propelled machine simply does not have, and those joints are where the combination of working loads and road loads concentrates fatigue.
On a travel tower, watch the interfaces that carry the vehicle's punishment:
- Subframe welds and brackets tying the turret to the chassis, which flex with every road irregularity the truck rides.
- The pedestal or turret base, a single joint taking both the boom's working loads and the loads of travel.
- Outrigger legs, feet and pivots, which absorb deployment shock and corrode where road spray and grit collect.
- Chassis mounting bolts and torsion boxes that vibration can loosen, pushing higher loads into the structure above.
Why a pre-start check will not catch it
A conscientious operator's pre-use inspection is valuable for the faults it is meant to catch, but fatigue cracking in a subframe or pedestal is not among them. The cracks that bring a truck-mounted boom down are sub-surface, tucked inside box sections, or hidden beneath paint and road film, and no visual pass reaches them.
That is why the inspection framework escalates into a major inspection — falling due at five years or ten years depending on the equipment class — in which critical welds and members are opened up and non-destructive testing is used to find what the eye cannot. That deep check is the only reliable way a hidden crack becomes a known, measured defect. A travel tower operating without current certification has bypassed that safeguard, so no one can vouch for the structure it is putting over other people.
WorkSafe ACT and the duty in play
The ACT operates under the harmonised model work health and safety laws, and WorkSafe ACT is the regulator. The duty is expressed as an outcome: a business must ensure, so far as is reasonably practicable, that the plant its workers use is safe. A cherry picker truck whose safety cannot be shown does not satisfy that, however well it performed on the last job.
Following a serious incident, WorkSafe ACT can investigate, and the platform is stood down while its certification and maintenance are examined. The recurring questions — was it certified, was it maintained, can that be proven — also tend to govern how contracts and insurance respond.
