The Dangers of Operating a Cracked Cherry Picker Truck in Victoria

A sober look at why a truck-mounted elevating work platform with a hidden crack is a genuine fall-from-height hazard on Victorian roads and sites, framed for a state that runs its own occupational health and safety regime.

The thing that makes a cherry picker truck so useful — that it drives itself to the job and then lifts a worker high above it — is also what makes its most dangerous faults so hard to spot. The access equipment and the vehicle age together, and the crack that matters usually grows in mounting steel nobody looks at. For Victorian operators from metropolitan Melbourne through Geelong, Ballarat and the regions, there is an added wrinkle: Victoria answers to its own occupational health and safety scheme rather than the national model. Two duty cycles stacked on one structure

A truck-mounted platform lives a double life that ordinary access plant does not. It is a road vehicle that must survive potholes, corrugations and highway kilometres, and it is a lifting machine that must hold a person out over empty space. Both roles push loads through the same steel, and the two loading patterns rarely agree with each other. Road travel flexes the chassis and subframe in one direction; a raised boom loads the pedestal and outriggers in another.

Where those two patterns meet — at the mounting welds that tie the access unit to the truck — the metal takes the worst of both. That is why calendar age and lift count both understate how hard a travel tower has actually worked. A machine that has spent most of its life driving between short jobs can be carrying more accumulated fatigue than one that has done more lifting but less travel.

The physics of a failure at the boom or its mount

When a load-bearing element on a truck-mounted platform finally fails, it does so suddenly and without a usable warning. A boom weld can part, a pedestal can crack through, an outrigger can lose its footing under load — and in each case the platform and the person on it move abruptly, with no time to react and nowhere to go. The height that makes the machine valuable is the height that makes the failure so serious.

There is no gentle version of this. The structure holds right up until the instant it cannot, and that transition arrives together with its consequence. Where the crack you cannot see begins

Fatigue cracking on a travel tower initiates at the points that concentrate stress and then creeps longer one cycle at a time. On a truck-mounted unit those points cluster around the join between the vehicle and the access equipment, and they collect damage from both driving and lifting.

On a cherry picker truck, hidden cracking tends to start at:

  • Weld toes on the subframe where it is fixed to the truck chassis and absorbs the flex of the road.
  • The base of the pedestal or turret that lifts the slew bearing above the deck and carries the boom's overturning load.
  • Outrigger pivots, leg boxes and feet that repeatedly jack the loaded vehicle and then take the reaction of each lift.
  • Slew-bearing bolt circles and boom pivots, where lifting loads and road vibration both concentrate at the same fasteners.

What deferred maintenance quietly takes from a travel tower

Neglect on a truck-mounted platform is rarely a decision anyone makes out loud. A service slips, the truck is registered and drives fine, and the machine keeps earning — which feels like proof nothing is wrong. What is actually happening is that the margins built into the machine are being spent down on systems that fail quietly.

The hydraulics decline under constant road vibration: hoses stiffen and craze, seals wear until a raised platform sinks on its own, and holding valves stop locking the boom where it was set. The outrigger circuit can lose the firmness that keeps the vehicle planted, weakening the stable base every lift relies on. On the structure, slew bearings and pins pick up play, mounting fasteners loosen, and corrosion works into the subframe weld toes where fatigue begins. Each is a safety function fading a little at a time, with no single moment that flags the machine as dangerous.

A lapsed certification makes the access unit a machine you cannot vouch for

Certification exists to convert the concealed condition of the access equipment into something known. A competent person examines the hidden welds, mounting points and load-holding systems against AS/NZS 1418.10 for how the platform was designed and AS 2550.10 for how it must be kept in safe use, and records whether it is fit to lift a person. A current vehicle registration does none of this — it speaks to the truck, not the boom bolted to it.

The regime is layered, with routine and periodic checks — spaced by the manual, the workload and a competent person rather than any fixed calendar — feeding the deep major inspection that actually strips the machine down and tests its concealed structure. That major inspection is where hidden fatigue cracking is hunted out, and it falls due at a 5-year or 10-year point depending on the machine's class. Once certification lapses, that reassurance is gone; you are running a travel tower whose true condition nobody has checked, and hoping is not an inspection method.

Victoria's own OHS framework and the business fallout

Victoria never adopted the harmonised model. It operates under its own occupational health and safety framework, administered by WorkSafe Victoria, with its own duty-holder language. The substance still holds: an employer must keep plant such as a truck-mounted platform safe, and a maintained, properly certified access unit is how that duty is met in practice rather than on paper.

Commercially the fallout is much the same wherever you are: the truck is pulled out of service and its history dissected, work is interrupted, and head contractors and insurers scrutinise whether the plant was compliant when it failed.
