The Dangers of Running an Uncertified EWP in Queensland

The mechanical reality behind why a cracked or uncertified access platform is a serious hazard on Queensland sites, and the consequences that follow a failure for the business responsible.

Queensland work takes access machines a long way — suburban jobs around Brisbane and the Gold Coast, coastal humidity along the coast, dust and distance out into mining and agricultural country. All of that is hard on a boom, and much of the damage it does is the kind you never see coming. An elevating work platform earns its keep by putting a person high in the air, which means the components keeping that person up are the exact ones that age, wear and crack over a working life. This guide explains, without dramatics, why a platform that is cracked, poorly maintained or past its certification is a genuine danger, and what happens to a Queensland business when one of them fails.

No warning, no recovery: failure at reach

The defining hazard of an EWP is the combination of height and suddenness. When a load-bearing component in the boom finally fails, it fails abruptly, and the operator is standing on the outcome. There is no gradual sag that lets a crew back the platform down and reconsider — the structure holds until it doesn't, and the moment it doesn't is the moment someone falls.

That is what separates access plant from almost everything else on a site. A fault that would be an inconvenience on the ground can cause a fall from height, purely because of where the person is standing when it lets go. Every inspection requirement traces back to this single fact: the only useful time to find the fault is before the lift, because there is no useful time after it.

Where cracks are born and how they spread

Structural cracks do not appear fully formed. They initiate at the places a boom concentrates stress — weld toes, boom pivots, section changes, holes — and they grow by fatigue, one tiny increment for each cycle the machine works. A boom that is lifted, slewed and lowered day after day is quietly accumulating those cycles whether or not anyone is counting them.

For the overwhelming majority of its life that crack stays out of sight, buried under paint or grease, advancing steadily while the machine looks entirely normal from the basket and from the ground. An operator's pre-use check is genuinely important, but it physically cannot detect a crack that has not yet broken the surface. By the time there is a visible symptom, the crack has usually done most of its travelling already.

The slow damage of doing without maintenance

A machine that misses its maintenance is not standing still — it is degrading, and Queensland's coastal salt and inland grit only speed the process. Corrosion attacks the very weld toes where fatigue cracks like to start, so a maintenance gap becomes a structural weakness. Ungreased pins and bushes wear until boom joints slop; slew-ring bolts that go unchecked can loosen until the turntable begins to pound.

The hydraulic side rots just as quietly. Hoses stiffen and split, cylinder seals wear until a raised platform sinks on its own, and holding valves that are supposed to lock the boom in position start to bypass. Every one of these is a safety function fading a little at a time, with no single moment that flags the machine as dangerous — right up until one of them gives way with a person aboard.

Certification is the only honest report on the hidden parts

The parts most likely to cause a serious fall are the ones an operator can never inspect. Certification exists to close that gap: a competent person examines the concealed structure and load-holding systems and records whether they are sound. AS 2550.10 lays this out as a layered regime, with routine and periodic checks — timed by the manual, the machine's workload and a competent person rather than by a fixed cadence — and the deep major inspection above them.

The major inspection is the strip-down that actually goes hunting for hidden fatigue cracking, and it comes due at five years or at ten years depending on the equipment class, measured from manufacture. When certification has lapsed, that verdict expires with it. The machine has not been declared sound and it has not been declared unsound — it has simply become unknown, and an unknown boom over a worker's head is a risk nobody has quantified.

Your duty under the Queensland regulator

Queensland operates under the harmonised work-health-and-safety framework, with Workplace Health and Safety Queensland — WHSQ — as the regulator. The core duty falls on the person conducting a business or undertaking to ensure, so far as is reasonably practicable, that plant such as an EWP is safe. Keeping a machine maintained, inspected and certified is not an extra on top of that duty; it is how the duty is discharged.

If a machine fails seriously, WHSQ investigates, and its enquiry lands on the records: the last competent inspection, the maintenance history, the evidence that the unit was fit to work. A platform whose condition cannot be shown with paperwork is a platform whose owner cannot demonstrate they met the duty they held all along — long before the machine ever failed.

When it fails, the business pays on several fronts

A serious failure does not end with the machine. The unit is stood down immediately and its history combed through, the site's work grinds to a halt, and what began as a mechanical failure becomes a judgement on how the business manages its plant.

The consequences travel outward too. Principal contractors want proof the equipment was compliant, and an insurer assessing a claim will examine whether the plant was maintained and certified at the time it let go. Those are not relationships you want to be rebuilding after an incident.
