EWP Harness Requirements Australia: Boom vs Scissor

When a harness is required on a boom lift versus a scissor lift, where it clips on, and how to inspect the harness and lanyard before you go up.

One of the most common questions on any access job is whether the person in the basket needs a harness at all. The honest answer is that it depends on the type of machine and the risk assessment for the task, not on a single blanket rule. Boom lifts and scissor lifts sit in very different places on that question, and getting it right protects the operator while keeping the crew out of trouble with a site auditor. This article walks through the reasoning behind harness use on each machine type, the fittings that make a harness work, and the checks that keep the equipment itself trustworthy.

Boom lifts and the case for fall restraint

A self-propelled boom lift can catapult its platform if the machine is struck, driven over a drop-off, or if the boom snags and releases. That whipping motion is the reason the widely accepted practice in Australia is for occupants of a boom-type elevating work platform to wear a fall-restraint harness attached to a designated anchor inside the basket.

The intent is restraint rather than arrest. The lanyard is kept short so a person cannot be thrown clear of the platform in the first place, keeping them within the guardrails during a jolt. That is a different goal from a full fall-arrest system designed to catch someone after they have already left a structure, and the equipment and anchor ratings reflect that difference.

Scissor lifts sit in a different category

A scissor lift raises a large platform straight up on a vertical stack, so it does not have the whipping behaviour that drives harness use on a boom. For that reason many scissor lifts do not carry the same default expectation, and the guardrail system is treated as the primary means of preventing a fall.

That is not a licence to skip the risk assessment. If a scissor lift is worked near an edge, on a task that pulls the occupant toward the rail, or where site rules require it, a harness may still be the sensible control. The deciding factor is the assessed risk for the specific job together with the manufacturer's guidance for that model — the platform decal and operator manual are the first place to look, not a rule of thumb carried over from another machine.

Anchorage: clip to the machine, not the structure

Where a harness is used, it must connect to an anchor point that the machine manufacturer has provided and rated for the purpose. These points are built into the basket and marked; they are the only place a lanyard should be attached.

Two mistakes crop up again and again on site:

  • Clipping the lanyard to a guardrail, a toe-board or a random bracket that was never designed to take a load, instead of the marked anchor.
  • Anchoring to the adjacent building or structure, which defeats the point of restraint and can trap the occupant if the platform moves away.

Inspecting the harness before every use

A harness is personal protective equipment with a limited life, and it earns a look before it goes on. The pre-use check is quick but it should be deliberate, running the webbing through the hands and working over every hard part.

  • Webbing — feel and look along its full length for cuts, fraying, abrasion, heat glazing, chemical staining or fading that signals UV damage.
  • Stitching — check that seams are intact, with no pulled, broken or missing threads at the load-bearing junctions.
  • Buckles, D-rings and adjusters — inspect for distortion, cracks, corrosion and sharp edges, and confirm they latch and hold.
  • Lanyard and energy absorber — verify the lanyard is undamaged and any absorber pack has not been deployed or torn open.
  • Labels — the identification and any inspection record should still be legible; a harness with no readable label cannot be verified and should be removed.

Recording, and when a harness leaves service

Beyond the operator's pre-use look, a harness benefits from periodic examination by a competent person and a written record so its history is traceable. Any harness that has arrested or restrained a genuine fall event is retired, regardless of how it appears — the loads it has already taken are not something an eyeball can measure.

The same goes for any harness that fails a check or has passed the manufacturer's stated service life. When in doubt, take it out of the kit rather than gamble on it.
