Insulated EWP in Australia: Insulated Boom Lifts, Insulated Cherry Pickers and High-Voltage Access Explained

Insulated EWP, insulated MEWP, insulated boom lift, insulated cherry picker, HV and LV rated access equipment — what insulation means in practice, how it is rated, and who needs it in Australia.

An insulated EWP is an elevated work platform engineered so that the operator in the basket is electrically isolated from the ground — allowing work near or on energised conductors without the risk of current passing through the machine. Insulated EWPs, insulated MEWPs, insulated boom lifts and insulated cherry pickers are essential tools for electrical contractors, powerline contractors, Level 2 ASPs, and utility companies across Australia. Understanding how insulation ratings work, which machine types are available, and what testing is required is critical for anyone working near live electricity.

What makes an EWP 'insulated'?

A standard EWP — boom lift, cherry picker, scissor lift or any other MEWP — provides no electrical isolation between the operator and the ground. If the operator or the machine contacts a live conductor, current can flow through the structure to earth, with potentially fatal results.

An insulated EWP incorporates a dielectric (electrically non-conducting) section in the boom or boom/basket assembly, typically constructed from fibreglass. This insulating section breaks the electrical path between the basket and the steel structure of the machine, preventing current from flowing through the operator to earth even when the basket is in contact with a live conductor. Insulated EWPs are sometimes called insulated MEWPs, insulated boom lifts, insulated cherry pickers, insulated aerial lifts, or — in the utility sector — powerline EWPs or linesman trucks.

High-voltage and low-voltage insulation ratings

Insulated EWPs are rated to specific voltage classes. Low-voltage insulated EWPs (LV insulated EWPs) are tested and rated for work near low-voltage distribution conductors — typically up to 1,000 volts AC. High-voltage insulated EWPs (HV insulated EWPs) are rated for work at higher voltages, with ratings typically expressed in kilovolts (kV). Common HV ratings for Australian powerline work include 11 kV, 22 kV, 33 kV and 66 kV systems.

The insulation rating of the EWP must equal or exceed the voltage of the system being worked on. Working near an 11 kV distribution line requires an EWP rated to at least 11 kV — a machine rated for low-voltage work only is not safe and is not compliant for HV proximity work. The voltage rating is shown on the machine's data plate and in the inspection documentation.

Insulation testing: what is required

Insulation does not last indefinitely. Fibreglass insulating sections can be degraded by UV exposure, mechanical damage, contamination (moisture, oil, dirt, conductive fluids) and age. An insulated EWP must undergo regular electrical insulation testing — also called dielectric testing or insulated EWP testing — to confirm that the insulating section still provides the rated protection.

In Australia, insulation testing of EWPs used for electrical work is required at defined intervals and after any incident, repair or modification that may have affected the insulating section. The test involves applying a high test voltage across the insulating section and confirming that leakage current remains within the rated limit. A machine that fails insulation testing must not be used for electrical work until it has been repaired and retested.

EWP insulation testing, LV insulation testing, HV insulation testing, dielectric testing and bucket insulation testing are all terms used for this process depending on the sector and the specific test being performed.

Insulated EWP types in Australia

Truck-mounted insulated cherry pickers are the most common insulated EWP type in Australia. Terex, Altec, Elliott and Versalift truck-mounted units with insulated fibreglass boom sections are widely used by electrical contractors, powerline contractors, Level 2 ASPs, energy networks and councils across the country. These insulated EWP trucks — also called insulated bucket trucks, powerline trucks, electrical EWP trucks or linesman trucks — are fitted to Isuzu, Hino, Mitsubishi Fuso and Mercedes-Benz Sprinter chassis depending on the required reach and payload.

Self-propelled insulated boom lifts are used on construction sites and in environments where a truck-mounted unit cannot be deployed. Genie and JLG manufacture insulated versions of their articulating boom lift range for work near energised equipment. These machines carry the same insulation ratings and testing requirements as truck-mounted insulated EWPs.

Non-insulated EWPs and standard cherry pickers must never be used for work near live conductors, regardless of the operator's qualifications or experience.

Who needs an insulated EWP in Australia

  • Electrical contractors and Level 2 ASPs working on live low-voltage distribution networks.
  • Powerline contractors working near or on HV overhead lines up to 66 kV.
  • Energy networks (electricity distributors and transmission operators) for live-line maintenance work.
