Insulated vs Non-Insulated EWP: Who Needs Which

Insulated EWPs exist for work near live electrical apparatus. This guide explains who genuinely needs insulation, how the two types differ, and what insulation means for testing.

Not every EWP is insulated, and not every job needs one — but for work near live electrical apparatus, insulation is not an optional extra, it is the feature that makes the platform fit for the task. Confusing the two types, or assuming any boom will do near power, is a dangerous mistake. An insulated EWP is engineered and tested to resist the passage of electrical current through defined parts of the machine, and that engineering comes with its own testing obligations that a non-insulated machine simply does not carry. This guide explains who needs which, and what the difference means once the machine is in service.

What 'insulated' actually means

An insulated EWP incorporates insulating components — typically in the boom and platform arrangement — designed to limit the path of electrical current so that the platform can be worked near live electrical apparatus within defined limits. A non-insulated EWP has no such rating; it is built for general access work where no electrical hazard is present.

The distinction is a safety feature, not a marketing label. An insulated machine's insulating properties are a designed characteristic that must be verified by testing and maintained across the machine's life. A non-insulated machine offers no protection against electrical contact, no matter how new or well maintained it is.

Who genuinely needs an insulated machine

For general access work — construction, facilities maintenance, signage away from live apparatus — a non-insulated machine is appropriate. The point is that insulation is driven by the electrical hazard of the task, not by preference, and where the hazard exists, a non-insulated machine is not a substitute.

Insulation is the requirement wherever work takes the platform near live electrical apparatus, which typically means:

  • Powerline and electrical distribution work, where the platform operates in proximity to live conductors.
  • Utility and electrical-network maintenance carried out from an elevated platform.
  • Street lighting and traffic-signal work where live apparatus is present.
  • Any task where the applicable electrical safety rules and the risk assessment call for an insulated platform.

Insulation does not replace safe work near power

A crucial point often misunderstood: an insulated EWP is one control among several, not a licence to work carelessly near live apparatus. The applicable electrical safety rules, approach distances, permits and the site's own risk controls still govern how work near power is carried out. The insulated machine supports safe work within its rated limits; it does not override the rules that keep people clear of live conductors.

Operators working near power should always understand the limits of their machine's insulation and never treat it as a guarantee. The insulation is verified for defined conditions, and working outside those conditions defeats it.

What insulation means for testing

This is where the two types diverge most sharply once in service. Both an insulated and a non-insulated EWP carry the standard AS 2550.10 inspection regime — operator pre-starts, routine and periodic inspections, and a major inspection due against the machine's age at the interval set by its equipment class. But an insulated machine carries an additional obligation the other does not.

In short, buying or hiring an insulated machine takes on an ongoing electrical-testing responsibility. A machine whose insulation test is out of date is not fit for work near live apparatus, regardless of how well the rest of it has been maintained.

  • The insulating components must be electrically tested to confirm the machine still meets its dielectric rating — insulation degrades and can be compromised by contamination, moisture or damage.
  • This electrical testing recurs on its own schedule, separate from the mechanical inspection regime, and must be current for the machine to be used near live apparatus.
  • Cleanliness and condition of insulating surfaces matter, because contamination can create a current path that defeats the insulation.
  • The test records form part of the machine's compliance history and are the evidence that its insulating properties remain sound.

Choosing and maintaining the right machine

If any part of your work takes a platform near live electrical apparatus, specify an insulated machine and keep its electrical testing current. If your work is general access away from live apparatus, a non-insulated machine is the appropriate, simpler choice.
