What Truck Licence Do You Need for a Truck-Mounted EWP?

How a truck-mounted EWP's road licence follows the vehicle's mass, why the car-licence limit is 4.5 tonnes, and why an operator ticket is separate.

A truck-mounted EWP is two things at once: a road vehicle you have to drive to site, and an elevating work platform you have to operate once you get there. Those two roles are governed by two entirely different sets of rules, and confusing them is a common and costly error. You need the right driver licence to put the truck on the road, and separately the right work-safety authorisation to operate the platform. This guide explains how the driving licence follows the vehicle's mass, where the well-known car-licence threshold sits, and why the operator ticket is a separate question.

Two different permissions, not one

The mistake to avoid up front is thinking a single card covers everything. Driving the truck on public roads is regulated by the road transport authority in your state or territory through the driver licensing system. Operating the elevating work platform is a work-safety matter governed under the work health and safety framework.

So a person may hold a driver licence that lets them legally drive the truck, and still not be authorised to operate the platform on the end of it — and vice versa. Both permissions have to be in place before the machine is used for its purpose.

The driver licence follows the vehicle's mass

Australian driver licensing for heavier vehicles is built around Gross Vehicle Mass — the maximum the vehicle is rated to weigh, fully loaded, as set by the manufacturer. The heavier the GVM, the higher the licence class needed to drive it. The classes step up broadly like this, with the exact rules administered by each state and territory road authority:

  • Car (class C) — covers lighter vehicles up to the car-licence mass limit, which nationally is a GVM of 4.5 tonnes.
  • Light Rigid (LR) — a step up for rigid vehicles above the car-licence limit, within the range this class allows.
  • Medium Rigid (MR) — for heavier rigid vehicles with two axles above the LR range.
  • Heavy Rigid (HR) — for the heaviest rigid vehicles, typically those with three or more axles.

The 4.5-tonne line that matters most

The threshold that catches the most operators out is the 4.5-tonne mark. A standard Australian car licence covers vehicles up to a Gross Vehicle Mass of 4.5 tonnes. Once a truck-mounted EWP has a GVM above that figure, a car licence is no longer enough and a heavier-vehicle licence class is required to drive it legally.

This is exactly why the GVM of a truck-mounted machine is such an important number at purchase or hire. A unit that sits at or under 4.5 tonnes GVM can be driven on a car licence, which widens the pool of people who can legally take it to site; a unit above that line restricts driving to holders of the appropriate heavier class. Never assume the vehicle sits under the limit — check the GVM on the compliance plate.

Automatic, synthetic and conditional licences

Beyond the mass classes, there are conditions on a driver licence that can affect what a person may legally drive — for example transmission conditions and any restrictions carried on the individual's licence. These are administered by the road authority and sit alongside the mass-based class.

Because the fine detail of classes, conditions and the experience needed to progress between them is set by each state and territory, the reliable approach is to confirm the current requirement with the relevant road authority for the vehicle's GVM rather than relying on a rule of thumb. The one point that holds nationally is the 4.5-tonne car-licence limit.

The separate operator authorisation

Getting the truck to site is only half the story. Using the platform itself is a work-safety obligation, and the requirement there depends on the type and reach of the machine under the national work health and safety framework.

For boom-type platforms above a defined reach, operation falls under the high risk work licensing system and calls for the appropriate high risk work licence, obtained through assessment by a registered training body. For platforms below that threshold, a licence may not be required, but the operator must still be trained and competent, and duty holders have to be able to demonstrate that competence. The key point is that this operator authorisation is entirely separate from the driver licence — holding one says nothing about holding the other.

Putting it together before the job

For a truck-mounted EWP, the safe checklist has two independent parts: confirm the driver holds a licence class matching the vehicle's GVM — remembering the 4.5-tonne car-licence line — and confirm the operator holds the authorisation and competence the platform requires. One person may cover both, or two people may share the roles, but both boxes must be ticked.
