What is the main hazard you are inspecting for on a cable-handling truck?
The drum. A full drum of conductor can weigh several tonnes, and it is a concentrated load that shifts as it turns. Two things can go badly wrong: it can crush someone during a lift if the crane, rigging or spindle fails, or it can run away under tension if a brake or tensioner fails while paying off. The inspection concentrates on the systems that lift, restrain and control the drum, because that is where the real risk on this class lives.
Why do the brakes and tensioners get treated as safety-critical?
Because they are the only thing stopping a heavy, energised drum from unwinding uncontrollably while cable is paid off under tension. A drum is unforgiving of a marginal lift, so this part of the machine is assessed thoroughly, not sighted.
