Powerline EWP Inspections & Testing

A powerline EWP — the insulated elevating work platform that electricity distribution, transmission and contracting crews use for live-line and near-line work — carries a responsibility no other access machine does: its insulation is part of the crew's protection system. The inspection treats the machine as two systems that must both pass. The first is the EWP itself — boom sections, knuckles, turret, slew, platform, levelling, stabilisers, hydraulics and controls, inspected the way any truck-mounted or self-propelled platform is. The second is the insulation system — the insulating boom sections, liners, and the components that establish the rated insulation the crew works behind — which is verified through dedicated dielectric testing rather than assumed from a visual check. Both sets of results are documented together, so the unit returns to the network with one complete record covering structure, function and insulation.

The Process

Confirm the unit & its rating

We record the make, model, boom configuration and the unit's insulation rating and history, because the scope — and particularly the dielectric testing regime — follows from what the machine is rated to do and how it is used on the network.

Inspect the machine

The boom, knuckles, turret, slew, platform, levelling, stabilisers, hydraulic circuit and controls are examined for wear, distortion, corrosion and fatigue, the same disciplined structural and mechanical scope any hard-working truck-mounted EWP requires.

Test the insulation

The insulating components are dielectrically tested through our dedicated electrical testing process, so the insulation the crew works behind is verified by test rather than assumed — the one part of a powerline EWP's condition that a visual inspection can never establish.

Certify & document

Function and, where warranted, load and stability testing verify performance, defects are rated by severity, and the structural, mechanical and dielectric results are documented together so the unit's record is complete.

Compliance & Standards

Powerline EWPs are designed to AS/NZS 1418.10 and used, maintained and inspected under AS 2550.10, and their insulating components carry an additional, safety-critical verification obligation: the dielectric properties must be established by electrical testing at the frequency the applicable standards and the unit's rating require, because insulation degrades in ways no visual inspection can detect. Routine and annual inspections keep the machine safe between deeper checks, and a major inspection falls due at the interval set by the relevant standard and equipment class — commonly 5-year or 10-year depending on equipment type and duty. Network operators typically also impose their own access and testing requirements, and we work to those alongside the standards rather than in place of them. We are independent of every manufacturer, record only what has genuinely been inspected or tested, and never certify insulation from appearance — for a machine whose insulation is the crew's last line of defence, the test result is the only honest basis for putting it back on the network.

Common Questions

What makes a powerline EWP different from an ordinary truck-mounted EWP?

The insulation system. A powerline EWP's insulating boom sections and components establish a rated barrier between the platform and the lower structure, and that barrier is part of the crew's protection when working on or near live apparatus. Structurally and mechanically it is inspected like any truck-mounted EWP under AS 2550.10, but the insulation adds a second, safety-critical verification: dedicated dielectric testing, because insulating properties cannot be established by looking at the boom.

How is the insulation tested?

Through dielectric (electrical) testing of the insulating components — a specialist process that verifies the insulation performs to its rating. We coordinate it with the mechanical inspection through our insulated EWP electrical testing process, so the unit finishes with one record covering both. Contamination, moisture ingress, internal tracking and surface damage can all degrade insulation invisibly, which is why testing rather than visual assessment is the only defensible basis for returning the unit to live-line duty.

How often does a powerline EWP need its insulation tested?

At the frequency required by the applicable standards and the unit's insulation rating — typically more often than the machine's structural major inspection cycle, and network operators commonly impose their own testing regimes on top. We confirm what applies to your specific unit and its duty rather than quoting one universal figure, and we can schedule the electrical testing and mechanical inspections together so the fleet's records stay aligned.

Do you inspect non-insulated utility EWPs as well?

Yes. Crews doing vegetation, telco or general utility work near — but never on — the network often run non-insulated units, and those are inspected to the same structural and mechanical scope under AS 2550.10 without the dielectric step. What matters is that the unit's actual rating and duty are established at the outset, so nobody assumes protection a machine does not provide.

What happens if the insulation fails its test?

The unit does not go back to live-line work until the cause is rectified and the insulation re-tested and passed. The failure is documented like any other defect, we can arrange repair of fibreglass and insulating components, and the re-test result is recorded so the unit's return to service is backed by evidence rather than assumption. An insulation failure caught in testing is the system working — the alternative is discovering it on the network.
