There's a weld on the boom I'm not confident about — do you have to test the whole machine to check it?

Not at all. Crack testing can be limited to the one area that's worrying you, and if there's a genuine indication behind it you'll be given a repair path rather than a bare fail result.

Would the load test have to happen off site, or can it be run where the machine sits?

It can generally be run wherever the machine already is, because the certified weights are brought along. Give us the address and a sense of the access when booking and the test is planned around that.
